Send Flowers to the Family Offer Condolences or MemoryDAVID CHARLES WATERS It is with heavy hearts we announce the passing of David Charles Waters on April 24, 2017, with his family by his side. Dave was born on June 14, 1942 in St. Boniface, Manitoba to Ida Waters (Ouellette) and Hugh Waters, both deceased. Dave is survived by his wife of 26 years, Penny Smith, his children Susan Waters Larocque, Wendy Schettler (Mike), Caryn LaFleche, David (Tara), Dan (Anissa), Robert (Elizabeth), and Jordan Waters. He is also survived by grandchildren Nicolas, Eric, Jessica, Sarah, Joshua, Lauren, Emily, Ben, Tess, Jacob, Chloe and Zach, as well as great-granddaughter Sophie. Dave is survived by his sister Patsy Dufresne (Roger), sisters-in-law Sandra (Jim), Norma, and Glenda (Dave), brothers-in-law Garry (Linda) and Ken (Julie), as well as numerous nieces and nephews. Dave graduated from the University of Manitoba (1967) with his MSW with honours. He has always been an advocate for vulnerable persons, particularly youth and children. His early role as a probation officer took Dave and family to Swan River and Brandon, as well as Edmonton. Dave returned home to Winnipeg in 1979 to become Executive Director of Child and Family Services of Eastern Manitoba. He remained in executive management positions within the child welfare sector throughout the remainder of his career. He retired from his position as Executive Director of Knowles Centre in 2004. Dave touched so many people throughout his life. He was a thoughtful mentor and patient leader. He was an outgoing, charismatic man who loved to laugh, share stories and spend time with family and friends. He was intelligent, witty, charming and full of life. Dave was diagnosed with dementia at the age of 66. He had tremendous insight into his illness. It was both awe-inspiring and devastating to see him navigate through it. His declining health required that he ultimately be transferred to the care of Actionmarguerite on Despins where he received respectful and genuine care from dedicated, compassionate staff and volunteers. We would like to express our deep gratitude to all the staff on 5AB. Cremation has taken place and a Celebration of Life will be held on Friday, April 28, 2017, at 10:00 a.m. at Glen Lawn Funeral Home, 455 Lagimodiere Blvd. In lieu of flowers, if friends so desire, donations can be made to The Alzheimer Society of Manitoba, or a charity of one's choice. My condolences to Penny and all of Dave’s family. I worked for Dave at CFS Eastern and found him to be the most supportive and caring boss I have ever had. He had the unique ability to be a leader, mentor and friend at the same time. The parties we had with his special addresses to the staff were legendary. In the years following my employment at CFS, there were many times I saw Dave and shared a beer at the infamous “sub-office” or other places. He was always welcoming, in good humour and fun to be with. I think about Dave often and will for the remainder of my life. The last several years have been difficult for him. I truly hope he is at peace and having a beer and a good laugh with the alumni of CFS Eastern who have preceded him. My deepest condolances to Penny, Jordan and all of Dave's family. I worked under Dave at CFS Eastern; he was the best boss I ever had. Fair, caring and truly compassionate about the people we served. Working at Eastern felt like being part of a big, loving family; Dave's influence - he should have written a book on how to be a caring and successful employer 'cos he had it down pat.
