William (Bill) Richard Bartley. It is with heavy hearts that we announce the passing of our father, grandfather and great-grandfather, William Richard Bartley. Bill passed away at Rotary Villas in Brandon, Manitoba on Wednesday, December 13, 2023, at the age of 92.
Dad was born on February 9, 1931, in Carievale, Saskatchewan, to George and Suzannah (Rutledge) Bartley. He had five brothers, Reg, Ray, Earl, Don, and Marlyn, and a sister, Evelyn.
Dad moved to Elkhorn, Manitoba, with his family at the age of three. He attended school in Elkhorn up to grade 10. Growing up, Dad always worked in the family store. At age 18 Dad went to Turner Valley, Alberta, to work in the oil industry. After a time, Dad returned home and worked in the family business.
In 1952, Dad eloped with Margaret Constance McColl, daughter of Alfred and Constance "Connie" (Hodson) McColl. Mom kept busy helping with the store's books and raising children. Mom and Dad took over the hardware and clothing side of the store in the original building in 1968. They successfully owned and operated Bartley's Department Store for many years, retiring in 2002. Mom and Dad were fortunate to work side by side.
Dad enjoyed golfing and he spent time working with other volunteers to develop the Elkhorn Golf & Country Club course. Dad was Mayor of Elkhorn from 1972 to 1979. During his tenure he and the council were instrumental in getting the government to build the Elkview Lodge and start paving the streets in Elkhorn.
Dad is survived by his children, Karen (Rick Scott), Richard (Jan), Christine (Robin Smith), Rosemary (Burton Collins), John (Darlene), Maureen (Jeff Ross), Carla (Trevor Copp), and Catherine; grandchildren, Andrea (Adam Balon), Michael and Jenna Bartley, Erica Smith (Jim Johnstone), Kara Smith, Kennedy Collins, Carson Collins (Tanya), Reise Collins, Tawna (Jake Weidenhamer), Ryan Bartley (Corie Williams), Jennifer (Sean Martin), Grayson and Sela Ross, Grace and Lauren Copp, Keenan and Ethan Derksen; and great-grandchildren Anna and Ava Balon, Rowe and Parks Weidenhamer, Mya Martin, Sophie Collins, and Liam Bartley.

I first met your dad while working in a local bank. He was a kind, soft spoken man. The definition of a true gentleman. The love of his family was apparent in all the stories he shared. May your memories of the love and laughter you shared help you thru this sad time. - Posted by: Gwenda Hayward (Acquaintance) on: Dec 22, 2023
