Reverend Monsignor Norman Joseph Chartrand, P.A., J.C.L., Roman Catholic Priest of the Archdiocese of Winnipeg, died on Saturday, November 2, 2013. He was predeceased by his parents Louis and Julia (Carey) Chartrand. He is survived by his sister Sheila Fabrizio and numerous nephews and nieces. He was born May 22, 1926 in Portage la Prairie, Manitoba and received his early education there. Monsignor attended Notre Dame College in Wilcox, Saskatchewan and the University Seminary of St. Paul in Ottawa, Ontario. Monsignor was ordained to the priesthood on June 3, 1950 for the Archdiocese of Winnipeg by Most Rev. G. Murray, C.Ss.R. in St. John's Church, Portage la Prairie, Manitoba. During his 55 years of active ministry, he served as Parochial Vicar at St. Augustine of Canterbury, Brandon (July 1950 to July 1951); Parochial Vicar at St. Mary's Cathedral, Winnipeg (1951 to 1956). Pastor at St. Hyacinth, Portage la Prairie (September 1979 to 1983); St. Theresa's, Middlechurch (August 1985 to August 1986); Blessed John XXIII, Winnipeg (August 1997 to 2003); St. Nicholas Tavelich, Winnipeg (January 2005 to June 2008). He served as Chancellor of the Archdiocese from October 1956 to August 1983, followed by studies in canon law in Ottawa where he earned a J.C.L. Monsignor, then served the Tribunal in the Archdiocese of St. Paul and Minneapolis from August 1986 to June 1989; the Winnipeg and Regina Regional Tribunals as an Ecclesiastical Judge and Defender of the Bond from April 1991 to August 1997; the Winnipeg Tribunal as Judicial Vicar and the Regina Regional Tribunal as Associate Judicial Vicar from August 1997 to 2000. On November 25, 1961, Pope John XXIII appointed Father Chartrand Papal Chamberlain, with the title Monsignor, and he was invested on January 28, 1962 in St. Mary's Cathedral. On May 13, 1969, Pope Paul VI appointed him Prelate of Honour and he was invested on June 26, 1969 in St. Mary's Cathedral. On August 11, 1999, Pope John Paul II appointed him Protonotary Apostolic and he was invested on November 14, 1999 in St. Mary's Cathedral. Funeral vigil prayers will be celebrated at St. Mary's Cathedral, Winnipeg on Thursday, November 7, 2013 at 7:00 p.m. Mass of Christian burial will be celebrated at Good Shepherd Parish in Portage la Prairie on Friday, November 8, 2013 at 10:30 a.m.; Most Reverend V. James Weisgerber presiding. Interment will follow in Portage la Prairie. Ever since I was a child I always remember my mother fondly talking about "Father Norman". My mother was Cecilia Carter(Chartrand) and she was a cousin to Father Norman. He was often at family gatherings when he was able to attend. As time goes on people lose touch with each other but despite that my mother often spoke of him with great pride. The day my mother passed away in Oct. 2007 we went to the hospital where Father Norman was a patient to advise him of my mothers death. Despite his own health problems he was very sad at the news but very comforting to us. Some time after my mothers death, we had the pleasure of Father Normans presence at my house for a small family gathering. Tnat was tne last time I saw him until I heard of his passing. I attended his funeral in Portage and what a touching and beautiful ceremony it was. I am proud to have known father Norman as my mother was of to have him as her cousin. Monsignor Chartrand was my medical ethics professor at Misericordia School of nursing in the 60s. He was imperially tall and a dashing young priest who spoke quietly yet clearly with his eyes riveted to the back wall of the room as he lectured. I was fascinated then and now by the study of medical ethics. It was the provocative issues discussed and the thought process employed to find the answer of what ought we to do in each instance. He taught us the process of lay baptism which I later used in practice. To me he presented as a shy man yet a very bright and capable instructor. I was privileged to provide care for him and about ten years after graduation he married my husband and I. He attended dinners at our home and enjoyed his private stock of vvsop Remy still sitting in our cabinet. He welcomed each of our five children and became known as Uncle Norman in our home. He spoke to the children about his love of fishing and loved the summer home at Lake Brereton. The children would see the big black shiny car and began squealing "Here comes uncle Norman." He provided the sacraments for both my parents before they passed. All in all an amazing human, a good friend and and a fine priest. As Norm's sister I just want to thank all of Norm's friends. He loved you all so much, and he loved being a Priest, living in Winnipeg, and especially being a Portager. Thank you all for giving him a wonderful life. But did you have to spoil him so much? Oh Sheila Franken, I wish I could have seen you. Love to the Moores, the Flintofts, and to so many of you. Our relationship dates back to the seventies when we worked together in the Chancery on Stafford. On returning to Canada in the 80s we renewed our friendship while I worked at the Grace Hospital and also on the Marriage Tribunal. I was one of Monsignor's resource persons to help his parishioners. First and foremost Monsignor was a thorough gentleman in the true meaning of the word. He was honest, sincere, and an integrated person. He was perceptive, warm and open to all. Monsignor Norman knew how to relate to all people of any nationality or walk of life. He could draw anyone in with his jokes, and story telling, Norman was very generous, and had a very sharp wit, and wicked sense of humour. It seemed funny we shared the same birth date but not year. The Archdiocese of Winnipeg will miss him, as he filled in for many priests on the weekends, when he wasn't assigned to a parish, both in the city and the rural areas. It was actually Norman who had put a good word for me at St. Joseph's Residence, where I still remain until the present time. Thank you again. My condolences to his sister Sheila and her family, as Norman spoke of you often. I think it was very appropriate that the Lord called you home to him on "All Soul's Day" November 2, 2013 Norman. "The Monsignor" was a very dear and cherished friend of our family. How he managed to put up with all our antics was an incredible display of patience. That he kept coming back for more, was often beyond my mother's comprehension. There are so many special times spent with "Uncle" Norman, that to condense those memories into a few sentences is difficult, if not impossible. Monsignor Chartrand has a long friendship with the Moore family. Sheila "Fab" (as we knew her) and Joan Moore (nee Webb) shared a lifetime friendship that began in childhood and remains today. As Joan's children, we were fortunate to come to know Monsignor Chartrand and looked forward to his visits. We knew there would be funny stories from the broad grin of a man who knew how to genuinely connect with people of any age. Msgr. Chartrand was a guest and assistant in our parish of St. Rose of Lima in Roseville, MN for five years while he was head of the St. Paul and Mpls. diocese marriage tribunal, and we were fortunate to enjoy his friendship for those years and since up to his unfortunate death. We had many visits with him after his lengthy visit with us and even were fortunate to meet his lovely sister one time at the Mpls. airport when she came to visit him. We were fortunate to have him make the trip to St. Paul to honor us at our 50th wedding celebration and were also fortunate to visit him on his 50th anniversary celebration in Winnepeg of being a priest. Though the distance did not allow for frequent visits, we did share much through many phone conversations. He was the epitome of a perfect priest and I am sure and hope he is enjoying the beatific vision at this time. Dear Msgr. Many were the times you shared with our family in the 1970's and 1980's at our summer home at Clearwater Bay. Here you relaxed, and we all enjoyed the pleasure of your great sense of humor, your ability to easily blend in and enjoy anyone, no matter their age or background, and your total love for life and all it meant to all of us. Msgr was Pastor of Bl John xxiii when I came in as Incumbent of St Chad's. My wife and I experienced Norman as warm, welcoming and very ecumenical- We had a great time, not only on church business but socially whenever both parishes cooperated in an event. It is mystical that Norman spent so much of himself in bringing both parishes(denominations) together, that he should die on the day the Anglicans left the Centre to go their own way.
