WILLIAM (BILL) BORLASE
January 6, 1949 - July 19, 2019

Suddenly, on July 19, 2019, Bill passed away at the age of 70 years.
A Celebration of Life in his honour will be held Friday, July 26, 2019 at 1:00 p.m., at the St. Boniface Golf Course, 100 Youville Street, Winnipeg.
A complete obituary will be placed in Thursday's edition of the Winnipeg Free Press.
In lieu of flowers, donations may be made to the Manitoba Mutts Dog Rescue or a charity of your choice.

  • I am quite sorry to hear about Bill's passing. He is to this day the best manager I have ever worked with or for. He is, in fact, the only reason I'm still working with the water and waste division, and it was his compassion and understanding that kept me here. It was two months into my employment as the clerk supporting his area, still not past probation, when there was a miscommunication about whether I was to write -notes- for a meeting as I had understood it (and which it turned out was correct), or official minutes (which require more training that I had not yet completed). Bill backed me up against my own supervisor at the time, which I was too afraid to do for myself even if I was right, and saved my job. The experience had been so jarring I nearly left even after the mess was sorted, but Bill talked to me and helped me through it, made me feel like a capable person again rather than a peon to be used and tossed away. He spoke to you like a person, an equal, and he actually -listened-. I met Bill in the early 1980s in my capacity as a Representative of CUPE 500, the union for civic employees. Bill was a true professional respected by his managerial colleagues and rank and file workers alike. In all of our dealings Bill brought a problem-solving approach, and I (and many others) had tremendous respect for him. Through his work Bill made a significant contribution to our City.
