ELENE FROMANGER


Elene Fromanger (nee Ingram, Mary Ellen) of St. Boniface, Manitoba passed away on May 2, 2025, in Ottawa surrounded by loved ones; she was 72.

She is the third of five children born to the late Staff Sergeant Arthur and Barbara Ingram. Growing up, she lived in many cities and towns across Canada including Greenwood, NS; Saskatoon, SK; Downsview, ON, and Ottawa, ON. As an adult, she adopted the lifestyle of moving her own family around Canada for her own job as a Public Servant working at all three levels of government, while living in Winnipeg, MB, Regina, SK, Thunder Bay, Hamilton and finally, Ottawa ON where she retired.

She was involved in the improvement and betterment of Public Procurement designing and the delivering of training for employees at all levels of government, both in Canada and the U.S.A. for the federal government through the Canadian Institute for Procurement and Material Management (CIPMM) and the National Institute for Government Purchasing. She sat on the Board of Examiners for the Universal Public Procurement Certification Council, and the CIPMM Board of Directors for many years.

She was predeceased by her brothers, Garth and Martin Ingram; her husband Leonard McGowan of Hamilton and daughter-in-law Sue McGowan of Hamilton. She is survived by her daughter Mary Linnell of Darwin, N.T. Australia, son Timothy McGowan of Hamilton, ON, daughter Christianne Pelletier (Donald) of Regina, SK, daughter Theresa McGowan-Beard (Jeff) of Ottawa, and her many grandchildren: Nikita and Marina Pelletier; Timothy Jr. (Sofia); Jessica, Michael, Tasha, and Cassidy Linnell; and Ryan, Abigail, Caitlin, and Brianna McGowan-Beard.

Visitations will take place at the Garden Chapel of Tubman Funeral Homes, 3440 Richmond Road, (between Bayshore and Baseline Road) on Saturday, May 10 between 2:00 p.m. and 4:00 p.m. and 6:00 p.m. to 8:00 p.m.; Sunday, May 11 between 1:00 p.m. and 2:00 p.m. followed by the service and reception.
