ROSEANN (ROXY) CARRIGAN


The family is saddened by the passing of Roseann "Roxy" Carrigan on March 14, 2025. Roseann was born to Peter and Pearl Carrigan (nee Vaughan) and raised in Glasgow, Scotland.

Roseann was predeceased by mother Pearl Carrigan who was born and raised in Winnipeg, and died in Glasgow; father Peter, born and raised in Glasgow, formerly of Winnipeg, Glasgow, and Bradford, England; paternal grandparents, William and Rose Carrigan; maternal step-grandfather Harry Welsh and Agnes Welsh (Hiebert, Vaughan) in Winnipeg; grandfather Stuart Vaughan formerly of Halifax, Nova Scotia and Minnesota, USA; brother Bill Carrigan born in Winnipeg and died in London, England. Also preceding Roseann were stepmother Anne in Bradford; brothers-in-law, Thomas Mac Lean, and Robert Mc Gonagle and his daughter Roseann, all of Glasgow, as well as aunts, uncles, and cousins in Winnipeg, Scotland and the US.

She is survived by brother Jim Carrigan (Nadia) in Winnipeg; sisters, Winnifred Mac Lean and Patricia Mc Gonagle in Scotland; Bill's widow Urzulla, brother Tom Carrigan (Freda), step-sibling Stuart Carrigan (Alma), half siblings, Maureen Jagger (Mark), Ian Carrigan (Linda), Tony Carrigan (Jill), Michael Carrigan (Linda), and Susan Robbins (Julian) in England, and their extended families in Alberta, Manitoba, Scotland, England, Qatar, Dubai, and Singapore, as well as cousins in Winnipeg, England, Scotland and the US.

Roseann emigrated to Winnipeg, the city in which our parents met, and where our grandmother Agnes Welsh and step-grandfather Harry Welsh lived, along with Pearl's siblings and their families. She then graduated as a Registered Nurse from St. Boniface General Hospital and worked for the City of Winnipeg as a Public Health Nurse for 33 years. "Roxy" volunteered with a number of organizations including the Winnipeg Police Service, Victim Services Unit, and was presented a "Distinguished Achievement Award" in 2024. Roseann also volunteered with the "Golden Wings" at the Richardson International Airport. As a nurse in the militia, Roxy became a Captain at 17 Wing, Winnipeg. This allowed her to visit several locations across Canada while on "duty".

She was persistent, and spent decades, much of it prior to computers, tracing the Vaughan family history. Roseann has been described as the "glue" and instrumental in updating her St. Boniface R.N. Classmates Alumnae data and, with the assistance of Chris Buller and others, maintaining contact with them by phone, email, cards and letters. In addition to all of the above, Roseann obtained a B.A. at United College (U of W) and, pre-Covid19, was working on a Masters degree. Not one to give up, Roseann survived acute and chronic health issues while pursuing her above goals and activities. Roseann was an Honorary Member of the Winnipeg Robert Burns Club #197, in addition to being a member of the Royal Military Institute of Manitoba (RMIM), the Intrepid Society, and the St. Andrew's Society.

No flowers please. Donations may be made to Cancer Care Manitoba, the Heart and Stroke Foundation, or a charity of your choice. Cremation has taken place, and Roseann's ashes will be scattered at a later date.

The Celebration of Life will be held at 1:00 p.m., Tuesday, May 27, 2025, at Bardal Funeral Home, 843 Sherbrook Street, Winnipeg. Lots of parking available behind the Funeral Home.

  • I was saddened to hear of Roseann's passing. As a classmate who lived on the fourth floor (the Protestant area) and Roseann who lived on a lower floor for Catholic students the only interaction with each other was study blocks. Also I never had the privilege of working a ward rotation with Roseann. But I remember her lovely laugh and beautiful curly hair. It was only after I moved to BC that I began hearing from her and I enjoyed her newsy updates on both classmates and doctors that were part of are three years of training. Roseann was always interested in what was current in my life but never really shared the extent of her professional and volunteer participation in the Winnipeg community.   • I remember Rosanne fondly as former St. Boniface School of Nursing classmate and friend. Rosanne was diligent, hard-working, steadfast, compassionate, and principled. Together with Chris Buller she voluntarily became our class social secretary, for over forty years reaching out to those of us far away from Winnipeg with personal phone calls, notes, and condolences at times of loss. Despite some serious health challenges over the years, she cheerfully and loyally kept in touch, and always had interesting personal stories to tell. Rosanne achieved much in her professional career and in her volunteer pursuits. My condolences go to her family and very close friends on the loss of the special woman and nurse that she was.
